if you don't want to go full rush early then just build a couple of heavy and hit their library. this could suck if your only minutes into the game. you have to gather the resources to rebuild it then take the time to rebuild it. by the time the poor guy rebuilds it, the attacker should be well advanced with enough of an econ to keep constant presure on the enemy. you may even take his capitol with the remains of your main force.
this is apposed to just killing him off in the beginning if you like to make him suffer than this would be a fun tactic

hit library with missile. convential best. does the trick nicely . by the time they realize its gone , its research is gone and they have to rebuild. computer taught me to make at least 2 libraries. just in case.

No, but you will lose what's currently researching if that's your only remaining library (I don't think you get refunded when it dies, though I'm not sure)
Of course, using your expensive 300+ food, 300+ timber army to kill a building that costs them 20 Timber is probably not the wisest move. I'm almost positive Libraries cost somewhere between 20-40 timber when you have 0 libraries.
Even destroying a Farm will cost them more resources, and I think the plunder gained is better too.
If you're talking about Information Age, on the other hand...THAT's a great time to hit libraries. Had some neat games where I would be researching Missile Shield and my opponent would be nuking or attacking all of my libraries he could to try to stop the research. Thankfully, I continued building new libraries so that I had one in nearly every city. THough I suffered a lot of nuke damage, I won the game (:

in the beginning a good reason to hit the library is to stop all research to give you an advantage plus you would want to stay and take out whatever else you could this could be very effective if your an offensive civ and your enemy is an economic civ. the wise player wants to gain the upper hand not try to regain it

good strat, only thing is it slows you down a bit to hafta get those heavies early on. But they would be much much slower if there library falls and will dent em for the rest of the game.
