Well, I like to max out on farms, woodcutter's camps and mines on my first two or three cities, which is usually enough to sustain the economy for the remainder of the game, especially once you get lumber mills, granaries and smelters set up from Classical Age onward. After that, just having two or three citizens for each additional city is sufficient to maintain growth going into the Industrial Age and beyond. You'll need the extra 150 or so population slots (give or take a pop-boosting resource or wonder) for any armies that you build, especially if your expecting aggressive gameplay on your side or your opponents'.

Simple. When you find that you are low on a resource, build more citizens. I dont even count my citizens. But watch out, as the game progresses, you can replace citizens by Grainaries, Lumber Mills, Smelters, and Refineries. Make sure that you have these in each city!!

Workers - between 15 to 17 on each resource, build within 3 cities
7 on oil, with all cities have refinery
8 caravans.
All the special resources you can get your hands on...
35 science, up to 48 or more before info age.
Without wonders, these will give you a full or almost +999 resources
