I personally think a nation power is only as good as the man or woman backing it up but I'm still curious, what nations would you change up a bit to 'level the playing field'? Or maybe post some disagreements you have with the changes made to some in T&P.

It doesn't make much sense to me that the "massive population" nation power would go to the Bantu over the Chinese or Indians. The Rise of Nations development notes acknowledged that it would be hugely unfair in game terms to give the Chinese as big of a population boost as they have in real life... But I don't see how that translates to just shifting the power to a different nation instead.
The Russians need some power that the enemy cannot deny. Their Spy game is easily countered by Scouts, as their attrition power is by Supply Wagons and Smelter B techs. Their "plunder stealing" power doesn't work when they lose their capital, which is when they need it the most.
Some nations like the Spanish get a consolation bonus when the map selections don't play to their strengths but other nations get nothing.
