READ THIS!:
PLEASE DO NOT RATE MY SCENARIO UNTIL I GIVE PERMISION TO DO SO, FOR THIS UBER AWESOME MOD-SCENARIO IS STILL UNFINISHED. READ NOTES FOR MORE INFO. THIS PART AND "NOTES" WILL BE DELETED WHEN I FINISH THIS SCENARIO!

Story:
After a devastating war with the United States, Europe has been flatened. Fire bombs burn entire cities. You'll have to start all over. Do you have the Balls of Steel needed to survive these trying times and lead your nation to glory?

Gameplay Changes:
Basically what I wanted to do was emulate Hearts of Iron (hence the scenario name). Resources are lost for the amount of military buldings you have, and the number of military and civilian units you control. Resources are gained à la Berlin, that is, you get resources according to how many cities you control, and how many civilian buildings you have. Units are free. But beware, If you run out of resources, you can't start production of any new units. Unit construction time has been increased greatly, same thing with their hit points. Speed has been decreased, though. Change the rally point for your Washington Monument to place more appartments and houses on the map! You can build new cities, but they take about 9000 times longer to build; yea, thought so. Governments are preset! And also, if you don't want to play as Britain or if you want your friends to join in on the fun, I'll be releasing scripts to allow you to play as other nations and a multiplayer verison as well!

Credits:
The credit for city placement and excellent map work goes to jimmybda. I can not thank you enough for all the time you saved me by posting such a great starting point! I also would like to thank Berlin from RoNH and Paradox Interactive for giving me such great ideas!

Notes:
I have not scripted enough things for this scenario to be fully playable yet. It is merely a showcase of the work I've done so far and what the scenario editor is capable of, despite claims otherwise. Thank you for your patience in waiting for me to finish. Here is a list of what I have scripted so far:
- Gave resources each 2 minutes to city owners of nations Britain, France, Spain (Jun.19 2010) and Mid Europe(Jun.25 2010).
- Increased build times of everything (Jun. 27 2010)
- Increased health of everything (Jun. 27 2010)
- Added the "population growth with Washington Monument" idea.
- Set governments, nation names, etc.
- Set up the whole alternate economy, where you lose and get resources for the amount of units and buildings you have.
- Fixed the resource starvation system so that it fires only when you run out of resources, instead of right when you run a deficit. (Jun. 25 2010)
- After extensive testing, I've concluded that increased health is not a good idea. It takes ages to heal something. After trying out reducing attack, I decided to go with increasing armor. Now units take much longer to kill and heal at regular speed! (Jul. 16 2010)

IMPORTANT!:
I realised that houses and apartments are considered military buildings, so I changed the building rules file to make them economic. As far as I know, this doesn't affect the game in any other way, but if you insist on playing Balls of Steel without the modded file, you'll find that the more your population grows, the more military expenses you get. :P

Also,
The reason for the different scripts is that the AI doesn't understand the whole concept of needing cities and civilian buildings to support their military. They overspend and it results in them failing horribly.
