This mod replaces the Dutch with the Carthaginians. The nation uses the Arab unit art set, but the mediterranean building set to show the diverse changes that went through the north african region through history.
In that regard, the UU's and special abilities of the Carthaginians reflect this. In the early ages this mod tries to reflect the Carthage that went against Rome. The middle to enlightenment periods the Arab/Islamic influences, and modern and later, I kinda modelled them on Libya and Algeria.
But the cities and leader names are taken from all over North Africa, plus the ancient phoenicians and Carthaginians cities.
They also have the armed merchants like the dutch. But I reskined them so they look like other Carthage units or Arabic for later ages.
They also gets Elephants of course! But I also changed the skin slightly and abilities a little bit to make them stronger on offense and weaker on defense.
I also gave them Numidian Cavalry in classical which again is reskinned and abilities changed so they again are stronger offensively but weaker on defense.
BUT to give the Carthaginians an interesting difference and to reflect how diverse their forces were that they had against Rome, I gave them the abilities to buy special mercenary units throughout the ages. Which starts at Ancient age and at every other age. They upgrade. These units are faster to build but only comes out of the market, and costs mostly wealth. They are also stronger then normal units the 1st age they are available, but are weaker on the next age comparatively. But since mercenary upgrades are only available every other age, you are stuck with them. So you have to make the best use of them in the age they are best at. Also since I based the nation on Libya/Algeria in the modern ages I give them some umpth as far as a mercenary UU with the Pan-Islamic Legion based on the Islamic Pan-African Legion of Moammar Khadafi, which are infantry units with stealth ability.
Ive actually tried to balance this nation out somewhat. I made the computer play against itself one using my modded nation and the other a random nation. The Carthaginians tend to win on water maps as expected. But loose on land. But they the modded nation seems to have a descent win/loss ratio, so at least it should be playable.
To play it, install the files inside your mods directory, select the Carthaginian ODA 1.0 Mod in the game setup, and pick Dutch as your nation.

Its a great download but the art on its a bit queer because the elphents and numbian calvary have no eyes, the elphants tusks are brown and they're just wierd but still this mod kicks ass I would give it 10 if i could.
