Story:
After a devastating war with the United States, Europe has been flattened. Fire bombs burn entire cities. You'll have to start all over. Do you have the Balls of Steel needed to survive these trying times and lead your nation to glory?
Gameplay Changes:
Resources are lost for the amount of military buldings you have, and the number of military and civilian units you control. Resources are gained à la Berlin, that is, you get resources according to how many cities you control, and how many civilian buildings you have. Units are free. But beware, If you run out of resources, you can't start production of any new units. Unit construction time has been increased greatly, same thing with their armour. Speed has been decreased, though. Change the rally point for your Washington Monument to place more apartments and houses on the map! You can build new cities, but they take about 9000 times longer to build; yea, thought so. Governments are preset! Have fun!
Reasoning Behind Changes:
Most of the time, Rise of Nations is a game about manoeuvre. If you can out-manoeuvre your opponent, even with a smaller, but better balanced force, you can still win a battle. Not so with this scenario. I wanted to emulate the Great War, where the defence held the advantage and front lines changed little. Resources are abundant and so are build times and armour. Position is now key. The shovel is mightier than the rifle. The advantage lies with the defence. Taking a city will be a gruelling process. As will be destroying units. Don't expect a quick victory.
Credits:
The credit for city placement and excellent map work goes to jimmybda. I can not thank you enough for all the time you saved me by posting such a great starting point! I also would like to thank Berlin from RoNH and Paradox Interactive for giving me such great ideas!
IMPORTANT! PLEASE READ THIS OH MY GOD IF YOU DON'T THE WHOLE SCENARIO DOESN'T WORK. PLEASE READ THIS BEFORE COMMENTING OR DOWNLOADING. DID I MENTION, PLEASE READ THIS:
I realised that houses and apartments are considered military buildings, so I changed the building rules file to make them economic. As far as I know, this doesn't affect the game in any other way, but if you insist on playing Balls of Steel without the modded file, you'll find that the more your population grows, the more military expenses you get.
