Playability: 4
First, let me point out that this kind of creativity in scenario design is totally awesome and very welcome. Great idea for a scenario. I downloaded it totally jazzed and had high hopes. But it had some problems. If these problems can be fixed, this scenario could get 5-star ratings all the way across the board.
Balance: 3
First, what I like: I like the idea of factions, that was pretty cool. What I thought could be improved: I thought it was pretty easy. I never felt challenged or even sweated. If I'm going to play the cops, I want to be outnumbered and scared crapless of the protestors. Perhaps start the scenario with isolated pockets of National Guard and police. I should feel under siege when I'm playing this game, not like a tyrant using overhwelming force to slaughter thousands of American citizens! Also, you should probably reduce the number of units all the way around. The riots could be in large pockets, not spread across the entire city.

Hugely creative, great idea for a scenario.
Map Design: 3
First, the city concept works for this map, but a few problems here, which can all be fixed. 1) One problem is that with all my buildings in enemy territory, most of Los Angeles is burned to the ground and the game ends with a few "cities" surrounded by open land, which is weird. One suggestion is to make the city buildings owned by an entirely different player called Los Angeles, which is allied to everybody. Or give everybody their own buildings, for example Crips cities get Crips buildings, etc. Set just enough up to burn so that it doesn't seem like an asteroid hit the place, but instead a riot. Give the buildings extra strength so they don't collapse. 2) The buildings are good but it might work better to have the buildings create paths and mazes, so that you get the sense that you are fighting your way down streets, across parks, etc. 3) I lose a sense of being immersed in the game when the buildings all look the same. The Editor provides great variety of buildings--mix it up! The variety makes the cityscape look more real. 4) If you are concerned with too many buildings on the map, consider concentrating the action a little in a more isolated area in the center of the map, or put a big part in between, or have the city end at some point and suburbia start after it. You have a lot of choices and don't have to dump buildings and space them far apart. The buildings can play important roles in the game and serve as great eye candy.
Story/Instructions: 5
Great darn idea for a scenario.
Additional Comments: Good stuff. Overall, this is a good scenario and I hope you will make a few changes to improve it, because I think you could make it perfect.
