I've been looking for a way to limit nations' ability to progress through to various ages; for example, I would like to mod the game so the Bantus or Incas, for example, would be unable to obtain gunpowder units. Can one mod a nation's maximum age, or failing that, prevent them from researching specific units?

Right oookay,

This is quite easy all you have to do is go to your:
.\Rise of Nations\data\techrules.xml
(open with notepad or better i use EditPlus)
The techrules.xml control the reseach all you have to do is go to the < TRIBE_MASK > then change the 1 to a 0.

This list should work

Mongol =.... 100000000000000000
Korea =..... 010000000000000000
Japanese =.. 001000000000000000
Chinese =... 000100000000000000
Russians =.. 000010000000000000
German =.... 000001000000000000
British =... 000000100000000000
French =.... 000000010000000000

So to make the Bantu not advance after the gunpowder age:
Search for Enlightment Age
Then in the change it to 111111111111110111
SO they wouldn't be able to go pasted the Enlightment Age You will need to do this to all the upgrades.

This is in thoery i haven't played with the techrules.xml

Just ask if something i have said doesn't make sence.

NOTE: If you are using 1.03 then you will need to right click > Properties and turn off "Read-only" for the .xml files
AND instead of changing the data files i would create a new mod which will only take a minute and will allow you to turn off your mod and play online normaly.

Actually, in case anyone else is trying to do the same thing, I changed the data for the Gunpowder Age itself, thus ensuring that the nations in question are unable to advance past the Medieval Age. Thanks again!
