Found the location of the unitrules.xml file. It should be if you specified the standard installation destination then the file should be in Program Files\Microsoft Games\Rise of Nations\ data. Hope that helped anyone wondering about that ;).

I downloaded and installed this program, I want to change the number of soldiers in a infantry unit(from 3 to 5), I changed Uber size.Everything works fine but the two new soldiers sit in the same place as another two soldiers, I don't know how to explain properly... the distance between the 2 new soldiers and the middle one is the same as the soldiers on the left and right of the middle soldiers.I hope you guys understand, I don't know how to explain better, sorry.I know that I have to change the distance between the soldiers but I dont know how.
I used to change the anti-air units attack with Notepad++ but it was very hard because I had to find every unit/building... This program works great, no problem with it.
